The Senate

/The Senate
  • There shall be a university senate whose membership shall be as defined in section 20 of the charter.
  • The powers and functions of the senate shall be as prescribed in section 20 of the charter.
  • The senate shall meet at least once every semester and at any such meeting the quorum shall be half the members plus one.
  • The decisions of the senate shall be through voting by simple majority of members present and entitled to vote provided that in the event of a tie, the chairperson shall have a casting vote.
  • The chairperson may, on his\her own motion at any time call a meeting of the senate or, upon receiving a request for that purpose by at least a third of the membership of the senate, call a meeting within 14 days of receiving such a request.
  • The chairperson shall preside at all meeting of the senate. In the absence of the chairperson, the deputy vice chancellor for the time being is in charge of academic affairs shall preside over the meeting. In the absence of both the chairperson and the deputy vice chancellor for the time being in charge of academic affairs , any other deputy vice chancellor can chair the senate and the in the absence of all the mentioned, the members present shall elect any person from amongst themselves to preside over the session.
  • The senate may subject to the provisions of the charter and these statues, delegate any of its powers or duties to the chairperson or to a committee as the senate shall find appropriate. The senate shall determine the powers and functions of the committees established under these statues.
  • The following are the standing committee of the senate:
  • i. Faculty/School Boards;
    ii. Campus Management Boards;
    iii. Institutes/Directorates Board;
    iv. Center management Board;
    v. Deans Committee;
    vi. Faculty /School Board of Examiners;
    vii. Planning , Establishment and Development Committee;
    viii. Students Welfare Committee;
    ix. Library Advisory Committee;
    x. Bookshop Committee;
    xi. Health , Recreation, Environmental And Safety Committee;
    xii. Linkages committee;
    xiii. Printing and publication committee;
    xiv. Income Generating Activities Committee;
    xv. Promotions and appraisal committee for academic staff and non-Academic staff of the rank Administrative Assistant (and Equivalent Grade) and above;
    xvi. Promotion and Appraisal Committee for non- teaching staff below the rank of Administrative Assistant (Equivalent grades);
    xvii. Bursary Committee;
    xviii. Ceremonial committee;
    xix. Consultancy and fund –raising Committee;
    xx. Community Service Committee;
    xxi. Research committee;
    xxii. Training Committee;
    xxiii. Ethics Committee
  • The senate shall constitute any other Ad Hoc committee as it may deem fit (Provided for at statute XIX)
  • The chairperson of the senate shall be an ex-officio member committee of the senate as provided in these statutes.
  • The senate shall cause minutes of its proceedings to be kept by the secretary and such minutes shall be confirmed, subject to any necessary amendment, at a subsequent senate meeting.
  • Subject to the provisions of charter and these statues, the senate shall have power to regulate by such means as it may deem fit, procedures at its own meetings and those of any of its committees.

Senate Membership

  1. Vice Chancellor,who shall be the Chairperson;
  2. Deputy Vice Chancellors;
  3. Principals of each college within the university;
  4. Registrars;
  5. Deans of Faculties and Schools,Directors of Institutes and Centers and other academic units;
  6. Associate Deans and Directors;
  7. Chairperson of Departments;
  8. Professors of the University;
  9. University Librarian;
  10. One representative of each of the college academic boards appointed by the respective boards from among st its members; 
  11. One representative of each of the school academic boards appointed by the respective boards from among st its members; 
  12. Dean of students
  13. subject to the statutes,two members elected by the students organization,who shall however not be entitled to attend the deliberations of the senate on matters which are considered by chairperson of the senate to be confidential or which relate to examinations,the general discipline of students,or other related matters;
  14. Director of Institute or Unit responsible in the University for Technical Vocational Education and Training (TVET) Programmes; 
  15. Other members as the Council may determine in accordance with the statutes.
